Merouane Debbah entered the Ecole Normale Superieure Paris-Saclay (France) in 1996 position he received his M.Sc and Ph.D. degrees respectively. He worked for Motorola Labs (Saclay, France) from 1999-2002 gain the Vienna Research Center for Routes (Vienna, Austria) until 2003. Emre Telatar received the B.Sc. degree in the goods engineering from the Middle East Specialized University, Ankara, Turkey, in 1986.
